More family members of backpacker Theo Hayez, including his mother, are expected to arrive in Byron Bay before renewed searches for the missing Belgian.
Locals and police are pausing amid torrential rain to prepare for another week in the bush but many think CCTV and Theo's lost phone could be key to locating the teenager.
Theo was last seen leaving the Cheeky Monkey's bar about 11pm on May 31.
The last "ping" from Theo's phone was recorded on June 1 in the area around the Cape Byron Lighthouse prompting days of searches late last week.
"We need people to check their gardens, under every leaf, to find his clothing or that phone," Christos Tsesmetzis told AAP on Monday.
Mr Tsesmetzis, who has coordinated community group searches and liaised with the Hayez family, said the 18-year-old's mother was scheduled to arrive in Brisbane on Monday.
She will join the rest of the Hayez family in Byron later this week.
"They want to stay here until Theo is found," Mr Tsesmetzis said.
The normally "happy-go-lucky" town has been consumed with a desire to help the heartbroken family, he said, but it's impossible to ignore a growing disquiet as weeks pass with no sign of the backpacker.
"People don't want to be in a community where someone could have inadvertently done something terrible to Theo," Mr Tsesmetzis said.
"They're petrified. It's not in their DNA, it's not how they were raised here."
The physical search for the Belgian was suspended amid bad weather over the weekend but NSW Police say detectives continue to pore over information.
Police say they will make daily decisions on searches going ahead.
A handful of volunteers and their dogs braved the weather on Monday to search the scrub around the lighthouse headland.
Public search organisers will plaster the shire with missing posters and want more CCTV owners to check footage from the evening of May 31, Mr Tsesmetzis said.
They also want owners of holiday rentals to check unoccupied properties for Theo's phone or items of clothing.
Down the track, they want better systems to keep young travellers safe in Byron.
"There has to be some type of responsibility," Mr Tsesmetzis said, noting it took almost a week to report Theo missing from his hostel.
"If this gets swept under the carpet it will happen again. And it's painful, the family hasn't just lost a beautiful son but, in this community, people are scared to let their kids out, they're scared to walk the streets."
A mother of one of Theo's friends, in his native Belgium, sent a Facebook message of support to Byron Bay on Monday.
"We send you all the possible and positive energy of Belgium."
