He'll pay fine but feels hard done by

CASULA resident Gerard Agostini says he is the latest victim of Liverpool Council's unfair parking fines policy.

Until recently the Casula resident worked at a Liverpool CBD office and for several years parked every day near the corner of Castlereagh and Elizabeth Streets.

One day he received a $189 fine for parking less than 10 metres from the corner.

``I've parked in this area for almost 25 years and it has never had any signposted parking restrictions,'' Mr Agostini said.

``I've never heard of anyone getting fined for this before. If you drive around Liverpool you see plenty of cars parked at a lesser distance than that from the corner and they don't have fines on the windscreen.

``The council has just raised the price of parking in the Warren Service Way car park and at the same time increased the amount of parking fines they're giving out.

``It's nothing more than a money-making exercise.''

Mr Agostini said he would pay the fine, but accused council's parking officers of not operating fairly.

A Liverpool Council spokeswoman said Mr Agostini was fined for breaking a nationwide road rule.

She said council was not required to erect sign posting.

``When vehicles are parked at a very close proximity to an intersection, the vision of other drivers is obstructed and presents an unsafe traffic situation,'' she said.

When asked whether council staff were issuing parking fines unfairly and inconsistently, she said: ``Council officers address vehicles that are parked illegally''.

The spokeswoman said council officers often preferred to warn motorists rather than issue a fine, but this was not possible if a vehicle was unattended.

She said staff regularly responded to specific complaints from residents or business owners about unsafe/illegal parking practices.

I was wondering what is the real motivation behind liverpool council and parking fines. Driving to Liverpool everyday I am consistantly stopped by illegal parking blocking the roads and creating congestion yet I have never seen a "ranger" helping traffic flow by either fining or educating the drivers at fault. Yet to my surprise on thursday night myself and two work collegues viewed two "rangers" drive around the vacant car park issuing parking fines at 7:10pm in Northumbeland st carpark. On inspection of the car park we noticed that we were the only three cars on the whole level! Obviously hindering no one wishing to park in the facility. So we must be asking the council is this a community service (to free car spaces of which there were an abundance)or Fund raising.

I worked as a Ranger for 4 Councils, one of them Liverpool. I have never been given a direction from Council (a supervisor or any other person), to issue any infringement notice for parking or any other offence "just to create revenue". I must admit though, that some persons employed as Rangers/Parking Officers do get a little thrill from issueing a ticket. May be I have been a Ranger for such a long enough time that I can see the BIG picture. Certainly, I don't like receiving a fine but I have to say that knowing all of the well over 100 different offences that a motorist can commit whilst parking their vehicle, gives me an advantage. May I suggest that if you want to know more about those offences, just ask your local Council to provide some information. The people at the top of the political tree at Council are not interested in a huge revenue from parking fines. They are interested in keeping their votes at the next election. So concluding, please don't park your vehicle in location that would possibly attract a fine. Common sense says, if it is an unsafe or inconvenience is going to be caused by parking at a location, then it is likely to cost you. Keep your money in your pocket. You work hard for it.
